Massimiliano Kadar, Deputy Head of Unit C.1 (antitrust in telecoms) at the Directorate General for Competition of the European Commission at the European Commission, will give a presentation in English on:
"Abuse of dominance in the age of mobile internet: The Google Android case"
On 18 July 2018, the European Commission imposed a EUR 4.3 billion fine on Google for having abused its dominant position in relation to its Android operating system and associated mobile apps and services. The Commission found that Google put in practice a strategy aimed at protecting and strengthening Google's dominant position in general internet search, at a key time when mobile internet was expanding and taking over desktop traffic. Google's conduct included tying its search and browser apps to its app store, paying device manufacturers in exchange for exclusive pre-installation and imposing restrictions on device manufacturers as regards the use of modified versions of Android (so called "Android forks"). Massimiliano will provide an overview of the Commission’s assessment in this case and will discuss the main arguments behind its decision.
Massimiliano Kadar is the Deputy Head of Unit C.1 (antitrust in telecoms) at the Directorate General for Competition of the European Commission and a visiting lecturer at King's College London. Between 2011 and 2018, he has worked as case handler on both antitrust and merger control cases in a variety of sectors at the European Commission, and before then in private practice at Freshfields Bruckhaus Deringer LLP and Gianni Origoni Grippo Cappelli & Partners. Massimiliano has published several articles on competition policy and is a graduate of Bocconi University and King's College London.
